Mikan Sei is an incomplete android who lacks a properly made lower part of his face and a few other body parts such as human skin-like coating on his arms. While not displaying many personality traits externally, he seems to feel some extent of self-consciousness regarding his appearance and wears a face mask and a long sleeved turtleneck shirt in order to hide what might look unsightly to those around him. He has a manufacturer insignia on the collar of his jacket and the left shoulder of his inner shirt.

As a manmade artificial intelligence, he is generally aloof and silent, but has shown interest in the human world and humans' behaviour in particular.

Birthday (date of manufacturing): December 31st

(Note: the name Mikan Sei is a pun on the word 未完成 with the same reading, meaning "incomplete")
(His first name is written as セヰ in katakana, with the vowel "i" written using the outdated character "ヰ" (wi) which is nowadays read the same as "イ" (i). Such an unusual spelling was assigned in regards of Sei not being human)
